No idea why for sure, but if I was measuring it, it'd be because how else are you going to in a concise, easily understandable way? Stanzas and meters defer in length from poem to poem, so then you would have to be "94 stanzas of 4 to 6 lines each with blah blah blah meter". Words would be a ridiculous measure if you're talking the higher end of long form poetry (since some have over a million), as would lines. And half of those would only make sense to people knowledgeable about poems, anyways.

Pages is something that will make sense to both poets and nonpoets who want an idea of how long a poem is, though, because it's the way that long form prose is measured.
