I'm an admin for europeans, and have been for... oh, a couple of months. It's a very large group, and we get an awful lot of submission requests. I've seen stuff being withdrawn and resubmitted, although, to be fair, only very rarely, just once or twice.

Before I even saw your comment - 'A bit of a clever way to seek more exposure, but also noticeable and a shady way of doing so in my opinion.' - I thought to myself, I think that's a very clever thing to do, though I wouldn't want to do it myself because it might annoy the group admins!
